Col. Sarpreet Benipal (V)

A highly accomplished Business Environment Management expert and seasoned leader in Public Policy and Corporate Affairs, Sarpreet brings over three decades of distinguished experience spanning the Indian Army, telecommunications, financial services, and regulatory affairs. He has consistently shaped policy discourse, influenced regulatory frameworks, and built sustainable institutional partnerships through strategic government and stakeholder engagement.

Sarpreet has led External Affairs and Policy functions in complex, highly regulated environments at organizations such as Home Credit India and Telenor India. As Director – External Affairs and Board Member at Home Credit, he has transformed regulatory roadblocks into growth
enablers by actively engaging with the PMO, Ministry of Finance, RBI, IRDAI, and key ministries at both Central and State levels. Sarpreet has delivered over INR 100 crores in positive financial impact through key policy wins, including e-KYC licensing, NBFC regulatory reform, ESG alignment, and crisis-time exemptions during COVID-19.

His policy leadership during the formulation of India’s Digital Personal Data Protection Bill and recommendations to the Union Budget reflect his ability to amplify organizational and industry perspectives at the highest level.

As Chief Corporate Affairs Officer and earlier as Director – Public Affairs at Telenor India, Sarpreet successfully navigated highly dynamic and volatile regulatory periods—managing through license loss, spectrum auctions, telecom M&A, and post-demonetization policy resets. His leadership ensured business continuity and compliance in the face of adversity, while managing complex matrix relationships internally and building trust externally with the top echelons of Government of India. With deep insight into the inner workings of government at both State and Central levels, Sarpreet is closely aligned with the priorities of India’s corporate stakeholders. He is a regular contributor to policy platforms such as FICCI, CII, ASSOCHAM, and the European business Group Federation, where he also serves as Chairman, Financial Services Committee.

A decorated Special Forces veteran, Sarpreet brings military discipline, operational depth, and strategic vision to his corporate leadership. He actively contributes thought leadership on Public Policy, Reputation Management, Government Relations, and ESG at State Investor Summits and regulatory forums. Widely recognized as a credible brand ambassador for the institutions he represents, Sarpreet has led diplomatic delegations, built strong global stakeholder partnerships, and provided strategic counsel to Boards and C-suite leaders. His blend of policy acumen, diplomatic credibility, and executional resilience makes him one of India’s most respected public policy voices—deeply committed to sustainable policy design and institutional transformation.

Sarpreet lives in Gurgaon with his wife, Bubbles, an engineer. Their elder son, Guru, is pursuing engineering at the University of Sydney, and their younger son, Guri, is an international football player and IB student in Computer Science at DPSI Gurgaon. Sarpreet enjoys nurturing deep relationships, horse riding, playing polo, and mentoring public policy practitioners.
